Controller of Site Safety Initial

Course Aims

To provide delegates with the skills and underpinning knowledge required to undertake Controller of Site Safety duties in line with the Controller of Site Safety unit of competence.
This delegate must be deemed suitable by their primary sponsor to carry out the duties of a Controller of Site Safety.
The course includes the importance of using the correct communication protocols and adopting the appropriate behaviours to be able to carry out this role safely and effectively.

Learning Objectives

At the end of this course the delegates will: -
• Demonstrate their ability to interpret correctly relevant parts of the rule book, handbooks and relevant Network Rail specifications when acting as COSS
• Demonstrate their understanding and ability to set up a Safe System of Work in accordance with NR/L2/OHS/019 before they or any group of staff is allowed to go “on or near the line”
• Deliver a safety briefing, with the opportunity to demonstrate and practice during the course

Pre Requisite Requirements

The following pre-requisites are required for this course:-
1. Be a minimum age of 18
2. Meets the entry requirements of PTS competence
3. The COSS pre-course workbook must be completed within 4-weeks prior to the COSS course date. If the COSS Initial course is not taken within 4-weeks of the date registered on Sentinel of the workbook completion then another workbook must be completed and registered on Sentinel by the sponsor
4. Must hold a valid track safety sentinel card and meet the requirements of NR/L2/CTM/021 Competence and Training in Track Safety
5. Meet the medical requirements of Network Rail Standard NR/L2/OHS/00124 Competence Specific Fitness Medical Requirements
6. Must have a good level of literacy to meet entry qualifications
7. Meet the requirements of Network Rail Standard NR/L1/OHS/051 (Drugs & Alcohol).

Certification

No Certificate. This competency is valid for 2 years and will be recorded on the Sentinel database. On successful completion of the course the Sentinel Database will register the competence as “COSS-Probationary” (COSS-P). The Primary Sponsor must ensure the COSS-P delegate is mentored and a post mentoring work-place assessment be undertaken within 4 months of the course date. “Probationary Status” will be removed by Sentinel on notification by the assessment provider. A further Interim Assessment MUST be completed within 9-15 months of course date. Failure to complete either of the assessments will result in the COSS competence being withdrawn.
