Since privatisation of the railways and the departure of experienced civil engineering and permanent way staff, there has been an increasing scarcity of personnel with relevant qualifications and experience in the permanent way engineering discipline.

This affects not only production activities but also impacts on the ability to mentor new and less experienced personnel.
